My older sister just got the new ipone so she gave me her old iphone but it is damaged. Is it true if I go to the tmobile store and pay $175 i get the same phone but brand new.

If you have insurance on the phone, you can file a claim and they will give you a refurbished device for the $175 deductible. Refurbished is "like new", but definitely not new.
But, it requires insurance to be on the device.
