2FA can I set to email? (text is hard for my mother's flip phone), can't use authenticator

This account is currently getting 2FA authentication via SMS … that’s really hard for my mom on her flip phone, plus no authenticator (not that she could even open the app, look for the site and enter the code before it refreshes!).  How can I set the 2FA to go to email?
