If you were using the phone as a connection device for the laptop and you want to make a phone call a data caller is probably the only way that's going to work such as Google Voice or Facebook phone calls or Whatsapp.
There may be some work around that allows you to make phone calls but in essence if you wanted to use the laptop you got the phone sitting right there next to you and can use a speakerphone.

For texting, if you have an Android device, Google Messages has a web interface that lets you text from your computer's web browser (tethered or not). There are other apps, such as MightyText that does similar.
