I have had my Google Pixel 3A for a couple of weeks now and when I try to enable chat features on the Google messages app it continually says setting up trying to verify phone number and it never completes. I have troubleshooted with T-Mobile and with Google neither of which have been able to fix the problem and both say that it's a problem on the other company's end. T-Mobile also suggested I do a warranty exchange which I'm not very excited about since I would be trading in my brand new phone for a possibly refurbished one. Any suggestions?

Unfortunately my suggestions would also lead to warranty exchange. You are correct it may be a refurbished device, but you can also test to make sure the message setup works properly on the exchanged device before parting with your current device to be sure.
