DIGITS no longer allowing message blocking?

For business purposes, I have a line I use DIGITS on from multiple devices and have message blocking active via the “Device Block” setting so it cannot receive texts. I made the mistake of turning it off so I could do a single test message before turning it back on. Now when I turn it back on, it removes the ability for the line to use DIGITS, and if I turn DIGITS back on, it removes the message blocking. What gives? Are these now mutually exclusive and because I turned off message blocking, I’m forever stuck with getting messages on this line if I want to use DIGITS?
