Error "Couldn't Find any available networks" when trying to unblock eligible Samsung phone in foreign country

I am in India and want to use the phone with a local provider JIO’s SIM. I should have unblocked it while in the US but I forgot.  Currently it is showing the provider as Vi India on the phone with  T-Mobile’s SIM  card in it. But when I go to Connections->Unlock phone, I get the message “Couldn’t find any available network”. Does anyone in the community have any ideas on how to work around this issue ? I can call 1-800-T-Mobile, a US based number but will I get dinged call charges if I do so since I am now in a foreign country ?

If you have a Tmobile handset with a Tmobile sim you can call the number below free of charge.
