I joined T-Mobile, received phones, stopped service after 13 days. I was credit for the phones once they were returned, but was still charge for a full month of service. That doesn't see right. I've spoken with customer service and they say no matter when I quit service, I am still billed for the entire month. IS this correct?

It's an industry standard to not to prorate the final bill. It's been that was for 20+ years. The reason why you never noticed it before if you switched from the other carrier is they may have billed you in advanced and when you canceled that bill advance paid the balance.
