Short answer: T-Mobile will not unlock a device unless you're a T-Mobile customer.
We have few iPhones from AT&T, also fully paid off, and even though we are not currently with AT&T,
It is so easy to unlock with AT&T.
I can't find the article, but I remember reading about Carriers MUST, by law, unlock cellphones that are fully paid off even if I don't have an account.

There's nothing that states even if you don't have an account in the law.
It states customers and former customers.
I have been paying on my phone and finally paid it off completely. I have been behind on my bill because I went on a 14 day quarantine when my daughther had Covid and without pay. I’ve asked for my iPhone to be unlocked and they are refusing because of past balance. I was told my phone payment was different from my bill and it wouldn’t affect my phone being unlocked. Why are they giving me such a hard time. I paid well over $1000. This is bs
