Or was the account completely canceled due to non-payment (probably a month)?

Either way, you'll have to contact Customer Care to do it.

already set payment arrangement and my line has been restored but his hasn't and we both on plan together

Oh no @yesy405‌ that's no good. It can take some time for the system to update and recognize that the phone should be active. Can you try restarting the phone on your other line to see if you're able to use the services?
