Has anyone taken advantage of this today? I try online with information on my eligible trade (iPhone 7) and it only gives me the "normal" $46 trade value. It should be the full $400.

From my understanding of the promo the $46 will be credited immediately upon the trade in. The remaining will be credited over 24 months since it not worth $400. You can see in the terms it's over 24 months Our Best Deals & Promotions on Cell Phones, Devices & Plans | T-Mobile

Thank you @subzerobro! You are correct. I chatted with support this morning and made the order. Nowhere in the process is the $46 now $354 later spelled out very clearly. At least not that I could see or understand. But all is well.
