The bank in Europe is sending one time passcode verifications but I am not receiving them. I called customer service and they said they altered the permisions to allow this but it still does not work.

Banks specifically, restrict 2FA verification on international numbers to prevent fraud. Have you talked to your bank about the restrictions on their 2FA restrictions?
