I paid my bill, but realized it was the wrong number. It was off by one number. I'm on a fixed income and can't get more cash, if i had to pay it twice over. Can i get a refund?

How did you manage to pay the bill for a different number? I think the chances of you being able to recover that is incredibly slim to none. If you paid it in-store and have a receipt, then that would be your very slight chance. Otherwise, you are out of luck more than likely.
