Did you activate the phone on the Tmobile network and meet the usage requirements?
There's different usage requirements for post paid and prepaid accounts.

Read the posted above requirements. If you don't meet them you won't get an unlock code.
To be simple, if you don't have an active account with T-Mobile anymore, good luck.
People must unlock their phone as soon as they can, especially to avoid such problem like the one you are facing.
