Why would I use a temporary unlock rather than permanently unlocking my phone? Will be traveling to Europe from the US and will likely get a third party SIM card.

Just MHO but I always get my phones fully unlocked just as soon as possible. (My current phones are factory-unlocked.) The only possible advantage to having a SIM-locked phone is a tad more security as it makes stolen phones less valuable.
To expand upon this. A temporary unlock only lasts for a specific period of time. If you are going to Europe for 3 months or longer, I would recommend requesting the permanent unlock for the device. If you are just going for a few weeks, then the temporary unlock will be more than adequate.
