If it’s a AT&T branded phone you need to contact them.
Tmobile cannot unlock another carriers phone,
I think the carrier is Sprint. I read something today about an installation between these carriers. Do you know if this information is correct? I have already unlocked another device through AT&T.

Unfortunately with Tmobile and Sprint you need to be a customer of theirs and meet the usage requirements to get an unlock code.

You have to be a Tmobile USA, meet the usage requirements on Tmobile towers, 40 days for post paid plan or a year or $100 in refills on a prepaid plan.
But with you being in Brazil you won't be able to activate a Tmobile plan.

Send him the phone. The phone must meet the usage requirements on Tmobile USA towers with a Tmobile USA account.
Your cousin is going to have to use the phone to meet the requirements.
