Trying to help non-tech person figure out upgrade from Galaxy S9+ to budget 5G. Would like thoughts on Samsung A32 5G. Please help!

I would stay away from any of the low end options. I would say the cheapest device you should be considering is a OnePlus 8T+ 5G.
