I have the 128Gb Note 9 and when I try to record video the picture freezes for the first few seconds, it's recording because on playback you can hear the sound but the video is not moving. In addition, the button to stop recording will be less responsive where I have to press a couple of times to get it to end.
This seems to happen more often when the phone hasn't been used in a while but it sometimes happens when the the phone isn't coming out of sleep mode.
I've seen some of these issues on the Samsung forum but not here. Is this a rare issue or more common?

Yes, I did everything including a factory reset. This seems to be a well-known problem that Samsung is aware of. I'm hoping there is a software fix for it.
