The Tmobile carrier update I received today for Android 11 broke my WiFi & Bluetooth connection. They will not turn on now.

First restart your phone after wiping your phone’s cache. Then delete the wifi & Bluetooth connections that don’t work & re-add them. This was a big update & you’ll probably find certain apps won’t work until they’re updated as well.
