unable to bill T-Mobile for third party purchases

I've been able to.

Build my T-Mobile bill for my third party.Purchases perhaps and then I had Tech Support.Help me with my phone and then reset it and never send it.I can't make the purchases anymore.And I had text Text.

Support trying to help me a 1000 times they can't help me out.They can't figure it out with Check google samsung I press the enable T-mobile billing Is in everything tech help me it flashes To a page that says cannot go t-mobile Is refer to owner of the account And have them make changes in settings I am the owner.I haven't changed everything in settings And no I don't have netflix
