I have been able to redeem my AppleTV offer on my smart tv. I haven’t been able to redeem on my iPad. In AppleTV+ it shows no subscriptions. I have removed the AppleTV app, redid the process through TMobile multiple times, restart my iPad, but nothing works.

Apple TV+ needs to be associated with an Apple ID. You have an Apple ID for your iPad. Did you use this Apple ID when you set up your subscription for your TV?  That is the easiest way. If you used a different Apple ID for the TV, you can share the subscription with other Apple IDs. You can learn how to do this on apple.com.
