I do not have messaging blocked on my iphone but I keep getting this message when I text an android phone. Free msg. Unable to send message. Message blocking active. I have also tried turning off my phone and I still get the message
Just sorted this out myself. For some reason my cellular roaming was off. My bad!

Have you tried sending a text using a different sms app? If it goes through then it's something in the settings of the other app.
It seems like iMessenger doesn't play well with Android.
