The phone was probably jailbroke and once it was erased it was set back to the original software and the block was reapplied.

Morale if this story only buy a verified unlocked iPhone from a trusted seller especially if it's a USA carrier.

Nope. You need to be a customer of Tmobile to be eligible for an unlock code.

Guy who sold me, has own Apple ID, everything was ok, but locked on T-Mobile USA, does T-Mobile has any email address to contact them, phone was not on blacklist, IMEI is OK..
Also, I saw if phone paid or you dont have any debt to T-Mobile, than carrier can unlock phone..

Tmobile can only unlock phones for Tmobile customers.
