Why hasn't the carrier been unlock yet, even though there are no outstanding bills on it? Please consider my request

The device completes all the conditions for opening, but it did not open. Customer service said it will open within 48 to 72. It has more than a month. It has not opened yet.
I am now in Egypt and do not know how to contact customer service again outside the United States
