Has anyone tried using a Wifi mesh to solve the issue with dynamic IP addresses used by the TMobile Home gateway? Apparently static IP addresses can be assigned with these devices. I don’t know enough about whether this would solve the location problem with services like HuluTV, etc.

No. The location IP is issued by where T-Mobile routes the connection to. You could use a VPN to get a specific location.
