Is a “LG Wine Smart D486 4G LTE 4GB ROM 3.5" Android” compatible with T-Mobile?

Since the phone is from 2015 I'll venture to say no since it doesn't show any LTE bands.
Considering LG has been out of the smartphone market for years now. I personally would not purchase any of their devices, especially to attempt to use on US carriers.
