The rebates website for t-mobile says to type in a 15 digit IMEI, however, audio devices don’t have IMEIs because they are not phones so I’m not able to get my rebate. I feel as if this was purposely done so I wouldn’t actually get offer.

Did you look on the box of your Galaxy Buds? Are you sure you are selecting the right type of rebate, if Galaxy Buds don’t have an IMEI? Have you tried using the serial number for the Galaxy Buds?
The instructions aren’t very clear. You must enter the IMEI number of the phone that the ear buds are associated with in order to get the rebate for the earbuds.
