Fair coverage seems less than fair

In buildings near my home and to a lesser extent outside around my home it seems that the "Fair coverage" that the official map says seems to be less than fair. I had to force Wifi-calling on by turning VoLTE off or the conversation was just terrible quality with cut outs and call drops.

Is this the expected behavior of "fair" coverage?

Coverage maps are based on best case scenarios.  Coverage can also vary based on the device you are using.  Device radios and modem software are not created equally and vary greatly by manufacturer and device.  iPhone's with Intel modems are pure trash for signal quality and strength!  LG phones don't pick up weaker signal as well as flagship Samsung devices.  There are plenty of variables.  I am not making excuses for the coverage you feel is lacking, but more information might help in figuring out why you might not be getting the best possible experience where you are located.  What general area are we talking about?  What device are you using?

"Fair" coverage on T-Mobile's maps translates as "maybe."
