T-Mobile can make any changes they choose to as outlined in the Terms of Service you agree to when signing up for the service. In some cases, billing app store purchases to your T-Mobile account gets disabled when you reach a certain threshold of purchases.

I read as of August 23rd Tmobile won't let you pay for apps using Tmobile billing.
