Tried to add promotions. they are now expired. who can i talk to to add them?

I have Business Unlimited Advanced. I got an email for a free upgrade to Business Unlimited Ultimate. I try to get it over the phone and at a corporate store. Neither of them do it or do it properly. My bill increased so I downgraded back to Business Unlimited Advanced. But I lost Netflix on us. I don’t know if it’s still a promo or not, but I also saw a promo come off of my account: HINT P11. Does anyone know what this promo is? I thought it was possibly $20 off the home internet.

But more importantly what’s the best department to speak to for the Business Unlimited Ultimate upgrade?
