SyncUp Watch just says to reboot

This is our second watch and they both have the same error.  After charging until 100% charged the screen says, Device Not activated correctly.  Please call 1800-937-8997 for support.  Then you can click reboot.  We have clicked reboot and the app is loaded in our phones.  It does show no signal for internet connection.  What do you recommend I do?
