Cell signal is strong (full bars, LTE), data works, but can't make calls. Same phone works elsewhere


    I'm on the campus of UCSB. My cell signal is strong-- full bars, LTE-- and data works. But when I make phone calls, they never connect-- no ringing or busy signal or anything. It's just dead silence. It happens on all phone numbers I call. The same phone works fine in other areas, with weaker signals.


    So I don't think it's a signal strength issue, nor is it a phone issue, instead, I think this particular cell tower isn't handling voice phone calls correctly.


    It's reproducible. It's been happening for at least a few days now.
