To qualify for a SIM unlock from T-Mobile USA. You must be a T-Mobile USA customer, the device must be SIM locked to T-Mobile USA, and you must meet all of the SIM Unlock Policy requirements.

That's is something you will have to try and figure out. The owner might not be eligible for the SIM Unlock if they don't meet all of the SIM Unlock Policy requirements.
