International Pass not working after re-purchase ANDROID

I ran out of data on my international pass so I bought another one. I called the useless 611 people for them to tell me everything should be working. Twice. Still no high speed data. I restarted and power cycled my phone several times. I reset my mobile network. Several times. I left my phone off for hours. Nothing. I even tried purchasing another data passusing a different method and still nothing. I better not get charged for 2 more passes when they're not working!!! I'm not leaving the country again as far as I know so I won't need any credits, I just want it to work NOW. I leave in 5 days, can anyone help me?
