I have an inactive Samsung J7 perx phone with a Sprint SIM card that is locked. Since Sprint is now T-Mobile, how can I unlock it to put my TMobile SIM on it?

You will need to call Tmobile support to request the unlock.

The Samsung J7 Perx does not support VoLTE. VoLTE compatible with T-Mobile is required for a device to be able to make and receive calls.
