Unlock iphone after years of getting the unlock notification

How can I get a new unlock notification email? 

My elderly dad got an email to unlock his Iphone 8 in 2017 but didn’t follow the instructions because he thought just paying and meeting the requirements were enough… 

 

And since it’s been years, I can’t create a tmobile account because the number isn’t showing as his anymore. 

 

Should I just call the support phone?

call support or contact them through one of their social media platforms like Facebook or Twitter. make sure it still has a TMO sim card in it and that its connected to wifi since its no longer on an account/active line.
