I have bought IPhone Xr from the other hands in Cairo, EGYPT, but can't use my SIM because my IPhone locked and I get info from official Apple website that my IPhone locked operator is T-Mobile (Sprint /MVNO) So help me, unlock my phone, please!

Which makes you ineligible and why you don't buy carrier locked phones from Tmobile.
The person who you bought it from should of unlocked the phone before they sold it if they were customers of Tmobile.
The original person who purchased the phone is the one eligible for the unlock code if they met the requirements.
If a person aquires the phone the requirements needs to be met by the new person.
