So I bought a phone from sumone who apparently didn't pay off the phone unbenonsed to me,can I not unlock the phone now an I'm jus skrewd over by this faceless seller?

If it is locked for non payment providers will not unlock it until the balance due on it is paid off.

T-Mobile's SIM Unlock Policy is very straight forward.  You need to be a T-Mobile Customer.  The original owner has to request the SIM Unlock.  All of the SIM Unlock Policy requirements must be met by you and the original owner of the device.

any transaction like this should be done at whatever carrier the phone was ons store. so before any money is handed over it can be checked to make fully sure its free and clear of everything needed. THEN money can be handed over.

 

if its a online purchase try to get as much info on it as you can so you can do the checking and or stick to more known sellers that can return it if its not what was advertised.

It's always a good practice to check the imei# through Tmobile or swappa when buying a used phone.

I already got a metro by T-Mobile phone an plan so me personally do kinda already have an account wit them so can I NOW get it unlocked u think??

No!  You are not the original owner, the device does not meet the SIM Unlock Policy requirements, and Metro by T-Mobile does not qualify as T-Mobile because Metro is still it's own brand.
