Why is T-Mobile not able to unlock an iPhone that has been paid off?

I have tried to go through the process of unlocking my iPhone that I paid off, following the recommendation from a T-Mobile representative. We went through all the steps on the phone and they even said to me that it is done and that you will be receiving text messages confirming that it is unlocked within the next 24 hours or so. Well, this did not happen, both times. 

At this point I am not sure what I should do. I definitely don’t want to spend another couple of hours on the phone with T-Mobile to experience the same outcome.

Have you ever done a warranty exchange? If so the imei # isn't showing correctly especially if it was done through Apple.

Thanks for trying to help but I am not following. I bought these iPhones from T-Mobile when I moved to them, and I paid off my iPhone with them on the line. Is there another way?
