What is the exact meaning of “unlimited calling” for the international pass? Is a charge applied to making or receiving a phone call when I am overseas?

When you are connected to the cell systems of any of the 215+ Simple Choice roaming countries, you can call numbers in the US or any of the Simple Choice countries without charge. You can not call from cruise ships, to satellite phones, or other countries (e.g. North Korea) for free. Calls made on WIFi may be handled at your international calling rate as if dialed from the US. This could be $3/min.
