Can i unlock the device if i am not in the US and i do not have T mobile number, an the phone New condition sold from ebay?
where can i contact T mobile other than there US number?
Note: i don’t mind to pay to unlock it

No. The original owner could, if the device and their account met all of the SIM Unlock Policy requirements, but it doesn’t sound like it does.

If it's an Android you can buy an unlock code from a 3rd party unlock company. If it's an iPhone you don't have that option.
Was the phone bought as Carrier unlocked? If so it should be ready to use on any network. If not the replies listed are going to be your best bet.
