If I cancel my T-Mobil account and have open leases/contract, can I return the phones for money off of the outstanding balances?

Make sure you don't have any outstanding bills and port a few days before the end of your billing cycle so you only have 1 bill left to pay.

which is the same in reverse..if you were leaving another carrier you would need to pay off the devices prior to leaving. a contract/lease is still a contact/lease..it must be fulfilled one way or another.

so it wont be easy as port the numbers and information and then send the phones back?

The phones will need to be paid off or you would need to make arrangements with Tmobile to finish paying off the phones depending on the agreement you signed.
