Distinction between 'data' and 'Whitelisted' for data usage

When viewing the data usage in My T-Mobile, it describes the data usage as ‘data’ and ‘Whitelisted’. Am curious as to the distinction between the two.

This is straight mobile phone data, I do not have a hotspot, nor is the phone tethered to a PC via USB.

 

Okay  I found this information that gives  a deep list of information about  whitelist for hotspots and phones.
