I cannot delete messages after listening to them. I press delete, and nothing happens. When I dial “1” to go to my voicemail it says “The service you are attempting to use is restricted”. Why would it say that? How do I fix it?

Have you tried using the Visual Voicemail app?
What happens when you press and hold the 1 key is that the phone dials the voicemail phone number stored in the phone’s settings. Have you checked that setting and tried to call the number directly? See the guide linked below.
