Is it possible to have transcripts of recorded phone calls to t-mobile? I cannot get a higher level person on chat, only on phone. Chats keep a record! I end up repeating and putting together notes to retell my story over and over because I cannot access info in phone calls.

Calls to Customer Care are potentially recorded to ensure customer service standards meet T-Mobile's expectations. The best way to have a record of the chat, is to either use chat or reach out to the T-Force Team via Facebook or Twitter. Transcripts of calls are not available to Customer Care.
