I've done it before years ago but I can't find where I can block specific phone numbers...is it still an option?

Usually people want to block a number that has called them for whatever reason. If that is the case, you should be able to block it fr the dialer. If the number hasn't called you but you want to block it. You can create a contact with that number and then block that contact.
