Current deal of getting Samsung Watch 44 you have to add a watch line. Does that mean you can’t sync it with your phone using your phone number?

No, it will function the same way as a watch that doesn’t have cell data capability. Your watch has the ability to work without your phone nearby. This means it has to have it’s own SIM card to use cell data. SIM cards must have a phone number in order to register on the cell network. The phone number is irrelevant because your phone and watch will always be sync’d together and the phone number “in use” will always be your phone’s number.
It doesn't make sense to pay for another line if they are in sync
