You need to be a customer of TMobile USA and meet the phone's usage requirements.
I believe that this seller stole from me as he sold it to me and it seems to be working, then it was blocked. he probably did it to trigger the insurance, because he knew I would return to Brazil

If you buy an iPhone in the USA always buy it unlocked from the Apple store.
If the seller reported it lost or stolen then they would need to request the unblock.
