my old friend won’t pay her half of the bill anymore now that we aren’t friends & it’s on my plan. how could I lock her phone completely where she’s not able to use it? 

If you are the Primary Account Holder (PAH), you can suspend her their line in your my.t-mobile.com account or even cancel  it.  If they have any EIP’s though.   Cancelling the line they are tied to might remove any promotions and discounts on it and cause the full amount to be due on the next bill.
