Are you a T-Mobile USA customer?  Are you the original owner and did you purchase the device directly from T-Mobile USA?  The SIM Unlock Policy requirements for the device and your T-Mobile USA account must all be met to be eligible for a SIM unlock from T-Mobile.

I bought the phone from IRAQ but I live in Turkey, In turkey we need to register it on goverment webside.

After I register it the sim locked. So I dindt buy from T Mobile USA but when I asked to customer servise of apple they direct me to you for solving issue.

The you don't meet the SIM Unlock requirements and T-Mobile will not SIM unlock the device.

Personally, i suggest running the imei through Tmobile’s imei check to make sure it's not black listed. A lot of USA carrier branded phones are actually lost or stolen and sold to unsuspecting customers.
