When I try to log in to my local online banking it continually reverts me back to enter my log-in information over and over again.

Have you tried clearing out your browser cache and then trying to log on to your bank? You might also try to prove this by downloading a browser you're not using, like Firefox or Safari, and try accessing your bank with that browser. If you can log on successfully, it is almost surely your browser cache that has some conflicting information.
